About the Pointe Coupee Parish Clerk of Court

Becky Ewing Miller serves as Pointe Coupee Parish Clerk of Court, in office since July 2024 according to the Louisiana Clerks of Court Association (LCCA). Voters elect the clerk to a four-year term. Under the Louisiana Constitution the officeholder is also, by virtue of the office, a notary public and the recorder for the parish's conveyance and mortgage books, and the Election Code makes the clerk chief election officer. The Pointe Coupee clerk's site carries elections information along with jury duty information.

Pointe Coupee takes its name from the French la pointe coupée, "the place of the cut-off," and the parish assessor describes it as sitting at a crossroads between the Mississippi, Atchafalaya, and Red Rivers. According to Wikipedia, it began in 1805 as Pointe Coupee County, one of the original 12 counties of the Territory of Orleans, and took the parish name in 1816; New Roads became the seat in 1847, when a courthouse was built there. Wikipedia also says the town is named for a Spanish-era "new road," the Chemin Neuf, laid out around 1776 to connect the Mississippi River with False River.

Today about 556.9 square miles of land make up the parish. The 2020 Census base population was 20,755, and the July 2024 estimate is 19,845.

The office is organized into Recording, Civil, and Criminal departments, each with its own email address on the clerk's Departments page: recording@pcclerk.org, civil@pcclerk.org, and criminal@pcclerk.org. It also issues birth and death certificates and marriage licenses.

Addresses and phone numbers for every parish clerk are listed in the Louisiana Clerks of Court directory.

Court records in Pointe Coupee Parish

The Civil Department keeps civil suits, successions, divorces, adoptions and other family matters, court minutes, and the records prepared when a case is appealed. The Criminal Department handles bills of information and indictments, motions, and subpoenas in 18th Judicial District Court cases from this parish.

Online, civil records are searched through ClerkNet at search.pcclerk.org, which the Departments page labels "Civil Online Search & E-Filing." Criminal e-filing uses the same portal. The clerk's site does not post subscription terms, so call the office for current pricing and access rules.

Posted criminal charges (viewed October 2026) are $20 per name for a background search, $10 per entry for a certified extract of minutes, and $1 per page for copies. The State Police criminal history repository, by contrast, is closed to the public, though a person may request a certified copy of their own Louisiana record through the State Police "Right to Review" process.

The clerk's site also flags a filing rule that took effect January 1, 2026: filers must leave certain private information out of pleadings, under Code of Civil Procedure article 253 and Code of Criminal Procedure article 14.1(B). For expungement fees, guides, and forms, the clerk's Departments page points readers to an outside site, jaclouisiana.org.

Louisiana's public records law gives any person the right to copy public records, subject to exceptions such as confidential juvenile proceedings. The court records and civil records guides walk through how those rules apply to suit files.

Land, mortgage, and property records

Pointe Coupee land records are searched and e-recorded through eClerks LA, which the clerk's home page and Departments page both link under the label "eRecord & Search Land Records." eClerks LA describes its statewide index as free with an account, with parish document images sold by subscription.

At the courthouse, the Recording Department takes deeds, judgments of possession, mortgages, liens, judgments, UCC financing statements, and plat maps. It also issues mortgage certificates and records property bonds and oaths of office. Questions about recordings go to recording@pcclerk.org.

Seven parishes touch Pointe Coupee. Under Civil Code article 3346, each instrument affecting land is recorded where the land sits, so a tract along a parish line may need more than one search. On the West Feliciana side, the West Feliciana Parish Clerk of Court in St. Francisville keeps its own books. The Avoyelles Parish Clerk of Court in Marksville records land across that line, and the St. Landry Parish Clerk of Court in Opelousas handles tracts on the St. Landry side. The Louisiana property records guide explains conveyance and mortgage indexes.

Marriage licenses and family records

Pointe Coupee issues marriage licenses at the clerk's office, and the application can be started online through eClerks LA. According to the clerk's marriage license page (October 2026), one party then brings in both parties' birth certificates, or a registration authority letter for a judicial waiver, along with government identification, Social Security numbers (or a passport or visa with Form I-94), and a divorce decree or death certificate if either person was married before.

The fee is $32.50, payable in cash or by credit card. The license has to be obtained at least 24 hours before the ceremony unless a judge signs a waiver, and the clerk says waiver forms are available at the office. It is valid for 30 days, and the signed license must come back within 10 days after the ceremony. Certified copies cost $10 each through the Recording Department. Applicants under 18 are asked to call the office first; state law bars any license for a person under 16.

Vital records are a separate counter. The clerk issues birth certificates for births within the last 100 years and death certificates for deaths after July 9, 2012. Its October 2026 fees are $34 for a birth certificate, $48 for a birth certificate with a birth card, and $26 for a death certificate, cash or money order only, and birth certificate requests should arrive by 3:00 p.m.

Divorce and custody judgments are part of the Civil Department's records. Under Code of Civil Procedure article 3941, a divorce belongs in a parish where one of the spouses is domiciled or where the couple last shared a matrimonial domicile. See marriage records and divorce records for statewide detail.
